Mods are going to be portable from the original skyrim to this game but they may need modifications. I presume VR will be etter supported due to this and as far as new mods go, they will probably mostly all be for the special edition rather than the original. You'll be able to use a lot more RAM with this and as far as specs go you can go all-out. Large scripted mods will finally be possible without having to worry about performance or crashing issues which means you'll see a lot more massive and interesting mods. You also don't have to deal with ENB hacks, instead you can play with the one built into the new game engine which will also be faster since it works directly within the game engine. The special edition is like having a modded skyrim without having to mod it and you get 64 bit support which is essentially 2x-4x better performing.

It took months before the original Skyrim to get enough mods to make it look less of a potato and more of a masterpiece. Well, if you just care about whether or not Skyrim Modded will look better than Special Edition modded right off the bat then your decision has already been made.
